Your article fails to mention that for about 20% of light vehicle use, a $50,000 EV is less expensive then a $25000 gas car. That is accounting for price, fuel, resale, maintenance and total life advantages. So cases like Uber, delivery vans etc. Note that Uber driving 200 miles a day can 100% be charged over night.
In the US and perhaps where you live less then 0.5% of trips are over 150 miles. Most people will rarely use a public charger.
Last point, the cost to build of EV is falling fast. Tesla margins are already twice Toyota and 3x other. Within 3 years $25000 EV will be common. However it will take time to build manufacturing capacity.
Mass transport should be improved, I agree with that. As to government policy I suspect the security issues of dropping dependence on Russia and Middle East terror states is a major factor. So climate change is not the only issue.
Final point, legislative ban on gas car sales will have little effect on EV growth. Note that high price gas vehicles are now second place to EV as they are more fun to drive.
