Yes development has risk. So does taking no action, not adapting to change. Industry needs laws that try to ensure profits are not coming at the expense of society. Pollution with acid rain or sending heavy metals into the water supply for example. Of course some risks will not be accounted for. Which is why continuous progress in both technology and regulations is required. We are not perfect but we do know how to strive for better.
