The majority of vehicles sold are purchased on desire and emotions. So not price. However selling the manufacturing rights to a country with 100% imports of fossil fuel could be a winner. Japan and China both could be good starting points. As production ramps make deals with governments where import of oil is crushing their economies. So deals are like credits paid for by new tax on fossil fuel.
