Reminds me of fake it till you make it. What really works is often not clear to folks setting policy or direction. The American view is we know best- so Vietnam war. The war loss led to an aspiring new capital country funding an EV plant in the US.

We should edge to investing in infrastructure and less attempts to control what is on track to a different place then expected.

The US is investing in new batteries, less so new solar industry. That is the right path. Don’t attempt to control countries that have today’s materials, move to replacing that need with better.
