Perhaps all babies have their DNA determined at birth. The government pays the women $500 for agreeing to the DNA test because the information will lower medical cost (data predicts healthy steps for best health of the child) and lowers cost to locate serial rapists and murders. Of course it would be useful for child support disputes as well. It would lake 20 years to see full benefits but worth the investment.
