Ok here comes the grinch, me. Internet thermostats are cheap, $300 or so. All homes must have thermostats controllable from power company. In summer temperature trip point goes from 70 to 82. Next new appliances like dishwashers clothes dryers and ovens are equipped with internet control. Ok with fully load responsive home you pay $0.10 per kWh. If no load responsive devices, you pay $0.50 per kWh.
Just saying load response should be a big part of the solution. By mandating new appliances have this feature in about 25 years you have most homes enabled to support supply variations.
