Oil is trending down, natural gas too. EV, solar and wind are just cheaper and will continue to drop in cost. Does Russia have the cheapest oil? No that is Saudi Arabia. Will Russia need to rebuild oil infrastructure? Yes will Russia need western technology to rebuild a cost competitive oil industry? Yes but it is a declining market and own a most expensive product to extract and use.
