Isn’t the goal to reduce gasoline and diesel?
If so 20% of light vehicles consume 50% of gasoline and heavy trucks and semi trucks consume most of the diesel and represent 4% of vehicles. For light vehicles the high consumption is mostly commercial or rural work commute. Not long trips. So charge over night at the business location. If high use case have lowest life cycle cost most will go EV.
Yes general consumers buying cars without a priority for price will be a harder sell. But let’s grab the high fuel cases fast plus win what is possible in general consumer market on fun to drive and quiet and low price, that should get 75% of the gas and diesel consumption. At which point gas stations will be closing as well as refineries, which will help win over the last bunch .
