I would change the priorities of High School. Stem is not the answer. Positive feedback for academics. Is. Students will find a path to higher education, likely community colleges then 4 year. But first they need to experience positive feedback from learning.
Yes Money is important but UC Berkeley magic is not in the professors, it is in the vibe of the students. That can be the norm.
