Here is my quest for EV equity in the US. Would it be useful in France?

Short pitch for EV equity:
Boosting the wealth of low income apartment households by $30,000 over 25 years. 
EV Equity for apartment households team.
Apartment households who shift to EVs from gas will save $2000 a year in gas and maintenance if the used EV market offers an EV that meets their needs. 
300 miles range, a five year extended warranty on the battery and fast charging would meet the needs of 90% of households. 
However, new EVs need to offer the option of a 250,000 mile or 12 year transferable warranty in 2025 to make a used 7 year old EV a safe buy in 2032.
And currently there are no low cost and easy to use charging options for apartment households. And those current options charge 3 to 4 times the electric rate used by single family homes. It is not right to charge low income folks more than single family home owners for EV fuel. 
Here is the basic plan. 
1 Ask the states of Washington, Oregon and California to request that EV and battery vendors offer an optional transferable battery warranty of 250,000 miles and 12 years by June 2025.. Note: EV batteries sold today with fast charging and used in Low price EV have an expected life of 1,200,000 miles today. 
2 Establish a non profit Co-Op that offers 6 port 350 kw high speed charging located within a 5 minute drive. 10 minute charge (250 miles range added) once a week provides the fuel needed for that week for the average miles driven per vehicle in the US. The cost to use the Co-Op charging is a one time fee of $500 and annual maintenance fee of $100. The electric power is sold at wholesale. Note, the typical cost to add Level 2 charging to a home is $2000. The plan is to offer lower set and fuel costs to low income apartment households. About 40% of US households live in apartments.
For apartment households who switch to EV and drive the US average of 37 miles a day the saving per year is $2000. The net present value of $2000 per year for 25 years is $30,000. 20% of household drive twice the average so their savings would be $4000 a year or $60,000 net present value over 25 years. 
EV Equity for apartment household team will need help lobbying state governments and help setting up a non profit Co-Op.
