As I see it there are three issues
1. Development of continuous improving clean energy.
2. Convince climate skeptics that item 1 is in there best short term interest (less cost for them, less risk as oil profits drop for Russian and Middle East terrorists) and reduced health issues from pollution.
3. Optimize the deployment of CO2 reduction technologies and practices so faster pace of CO2 reduction.
