As EVs can be programmed to charge at off peak electric rates why use the average electric costs? Do folks charge at home or just public charging. If public high speed charging add grid batteries to tap off peak rates.
Or maybe the costs are close enough to fossil and climate change and public policy that optimizing electric EV costs is not a priority.
