As a retired Intel employee I can happily tell you the innovation does not require transistor size improvement. Biology drives more innovation then CPU performance for one example. Not sure how you are measuring the impact on humanity. Computer games or food supply, clean energy, medical or AI, simulation, battery technology, weapons like stealth planes, satellites . Yes computer speed helps with innovation but it does not hold innovation hostage.
