Agree 3rd world path to EV faces major issues. It is possible to convert used gas vehicles to EV. So perhaps a lower cost path for EV. Electric infrastructure is more difficult. The investment to clean energy would pay dividends in terms of balance of trade but how to get the upfront investment? Likely a hard barrier.
